Why is there a stack of immigrants in Paris?

I have to tell you first I feel uncomfortable with the way you ask the question. You seems annoyed by the fact there are so many black and Arabic people but may be I am wrong. In fact Paris  is a cosmopolitan city like New York. France is a cosmopolitan country I can even say the most cosmopolitan country of Europe.



Now why sometimes Paris looks like  Toumbouctou, Algiers, Beijing, or Hô-Chi-Minh-Ville?

France has experienced 3 great immigration waves

1-First wave : To make the industrial revolution  

France needed workers to enter in the industrial revolution and Italia was poor and had a great demographic growth. You can easily imagine what happened (they were also Belgian, Russian but the Italian community was the most important).

2- Second wave : To replace the french strenght ate by WWI and WWII

The second wave was between WWI and WWII. 

• France slowing demographic needed more and more immigrants to work
• WWI came and ate 1 400 000 French who were no more able to work for the country
• 1920 the Societe Générale de l'immigration is born. They pick-up people for companies who need workers ( immigration is now almost institutional)
• Immigrant start to came from Eastern Europe ( Poland)
• After the Second World War France still needed workers to re-build the country. And all over Europe people fleeing conflicts and dictatorial regim for France  like Portugese (fleeing Salazar, also the bigger immigrants community in France), Spanish (fleeing Franco)
• The national office of immigration (immigration is now institutional) pick up people from colonies : 50's notrth African ( Algerian first)  then in 70's Sub-Saharan African from formers colonies came.

3 - Third wave : Families gathering immigration

In 1975 France decide to stop immigration but allows immigrants to gather their families in France. 
80's is the beginning of Immigration from Asian country.


Then a lot of people born from Black, Arabic and Asian families and became French thanks to jus soli.

There are also places like Martinique, Guyana, called overseas France but are inhabited by former slave descendant that were from Africa and indigenous.   

Why people will still come
And now even if French no longer want immigration based on distorted informations and political sophism game, people still come. Mostly from Africa.  For the following reasons : 

1. Immigrant used to choose country where they will have least difficult. Understanding even a little bit the language of the country and the culture is enough in this case. So, people from the former colonies of French used to choose France . That's also why Indian and Nigerian prefer UK to other countries.

1. Then, France is still partly responsible of African countries poverty. France still have a stranglehold on West African countries economy. In fact France control countries monetary policies thanks to the Franc CFA currency. Sovereign business like energy is still under French companies (strongly bound to French state) control.  So a great part of Africa wealth remain in French banks and people follow the wealth.  Politically French still choose in some way theses countries rulers and militarily West Africa is like home for French millitary (+8000 soldiers/ more than fifty intervention since 1960 vs 0 for UK...).
2. Because if we don't want to face a demographic issue as German and Japanese  we will need more and more immigrants.
3. Because immigrants still bring more money than they cost.
